Enable all persons with disabilities (PWDs) in Bhutan to lead meaningful integrated lives in society ensuring that no person is left behind in the pursuit of gross national happiness

Foster and strengthen skills training for individuals with special needs and their caregivers.

Enhance learning opportunities for children with disabilities through academic support, building life skills, promoting inclusive sports, vocational training, and extracurricular programs.

Support capacity-building to create income opportunities for persons with disabilities and their caregivers.

Advance and improve service outreach within the special needs sector.

Create networks and mobilize resources to strengthen support systems for the well-being of persons with disabilities.

Promote public awareness and advocate for an inclusive society to support the special needs sector.
